Dear Attorney General Oscar Fernando Chinchilla,

I am shocked and saddened by the murder of respected human rights defender Berta Cáceres.

I am also deeply troubled by actions and omissions on the part of investigators and officials that have so far enabled the masterminds of this crime to escape justice. This is unacceptable and gives a green light for more killings.

I call on you to use your office to ensure full, impartial investigation of all the evidence, and lines of inquiry proposed by lawyers for the family. EVERYONE responsible for the assassination of Berta Cáceres must be identified and brought to justice, including those who gave the orders, paid for and enabled this crime.

I also call on you to ensure that no development project advances without meaningful consultation and the free, prior and informed consent of Indigenous peoples whose lands and rights will be affected, in compliance with international standards including the UN Declaration on the Rights of Indigenous Peoples and ILO Convention 169.

PROTECT DEFENDERS OF INDIGENOUS RIGHTS IN HONDURAS

Berta Cáceres, an internationally-recognized defender of indigenous rights and the environment, was shot dead by gunmen who broke into her home on March 2, 2016.

Berta and the organization she led, the Civic Council of Popular and Indigenous Organizations of Honduras, were courageously opposing construction of a hydroelectric dam project called Agua Zarca because of its impacts on the rights of Lenca Indigenous people.

Berta had repeatedly denounced attacks and death threats against her. They had increased as she led efforts to stop Agua Zarca.

It is imperative that all those responsible for the assassination of Berta are brought to justice, especially those who ordered, planned and paid for this crime.Lack of justice is a green light for more killings in a country that is one of the most dangerous in the world to defend land, indigenous rights and the environment.
