Dear Ambassador,

I am deeply concerned about continuing smear campaigns, threats, attacks and assassinations of human rights defenders in Honduras. Those seeking to defend land, Indigenous rights, and the environment are particularly at risk.

Under national and international law, Honduras has clear obligations to protect the rights and safety of human rights defenders and their communities, including the rights of Indigenous peoples.

•	Make public statements and policies that explicitly acknowledge the important and legitimate role of human rights defenders and their organizations.
•	Take concrete steps to prevent and put an end to the arbitrary arrest and detention of human rights defenders for exercising their human rights and fundamental freedoms.
•	Provide sufficient resources to ensure effective protection measures in consultation with threatened defenders and their organizations.
•	Conduct prompt, impartial and independent investigations to ensure that all attacks and threats against human rights defenders are brought to justice.
•	Ensure no development project advances without meaningful consultation, and the free prior and informed consent of affected Indigenous peoples, in compliance with international human rights standards.

Indigenous land and water defenders face grave danger in Honduras

Bertha Isabel Zúniga has suffered smear campaigns, surveillance, threats and armed attacks for her work to defend Indigenous rights and seek justice for the murder of her mother Berta Cáceres.

Berta was assassinated in 2016 as she led a campaign by the Civic Council of Popular and Indigenous Organizations of Honduras (COPINH) to stop the damming of a river vital to the human rights and spirituality of Lenca Indigenous communities.

Since then, dozens of defenders of land, Indigenous territory and the environment have been imprisoned with false accusations of criminal activity, threatened, attacked.

Honduras is now one of the most dangerous countries in the world to defend Indigenous rights and the environment.
